Annie Prescott prend la relève au service commercial du Consulat général des États-Unis d'Amérique à Québec

Seul service commercial d’une représentation diplomatique à Québec, celui du Consulat général des États-Unis existe depuis 1996. En juillet dernier, le troisième titulaire en poste, Martin Landry, quittait pour un autre emploi. Après une vacance de deux mois, Annie Prescott a pris la relève et occupe le poste de conseillère en affaires commerciales au consulat depuis le 11 septembre.

“Mon premier défi fut de rétablir les communications”, explique-t-elle de son bureau dans le Vieux-Québec, voisin de la Terrasse Dufferin et du Château Frontenac. Diplômée en administration de l’Université Laval, où elle poursuit actuellement des études de 2e cycle en gestion et développement des organisations, madame Prescott se sent très à l’aise dans le milieu des affaires: “J’arrive du secteur privé. J’ai travaillé deux ans en Europe, au Royaume-Uni, d’où je suis revenue en 1999.”

NOUVEAU PROGRAMME POUR FAVORISER LES PARTENARIATS
Contrairement à ses prédécesseurs, Annie Prescott peut compter sur un outil de plus. La mise sur pied d’un nouveau programme pour les services commerciaux du gouvernement américain partout à travers le monde pour favoriser la création de partenariats d’affaires donne beaucoup plus de latitude. La mission d’aide à la création de partenariats entre les entreprises américaines et des entreprises étrangères est maintenant officiellement reconnue, ce qui signifie que toutes les formes de partenariats d’affaires – sauf ceux au niveau financier – peuvent faire partie des stratégies d’action des agents commerciaux américains. “Avant, nous étions considérés comme des gens qui avaient comme unique mission d’aider les entreprises américaines à vendre au Canada et d’appuyer des entreprises canadiennes qui cherchent à acheter aux États-Unis. Dorénavant, en aidant à la mise en place de partenariats d’affaires, nous avons un rôle qui devient beaucoup plus intéressant pour les entreprises canadiennes”, explique Annie Prescott.

Bien qu’elle soit seule à s’occuper des questions commerciales, il importe de savoir que la personne en poste à Québec travaille toujours en étroite collaboration avec les autres membres de l'équipe du département du commerce du Consulat général de Montréal, où se trouve d’ailleurs le supérieur hiérarchique dont elle relève, le Senior Commercial Official. Ce dernier, Donald Businger, est actuellement assisté par trois autres personnes: Pierre Richer, spécialiste en affaires commerciales, ainsi que Michèle Parent et Connie Irrera, toutes deux conseillères en affaires commerciales.

Au sein de toute l’équipe des conseillers en affaires commerciales du gouvernement américain en poste au Canada, Annie Prescott a également une responsabilité sectorielle: “Chacun de nous avons la responsabilité d’être un Industry Trade Specialist. Comme mon prédécesseur, je continue d’être responsable de l’industrie du plastique pour le Canada.”

LE SERVICE “GOLD KEY”
Avez-vous déjà rêvé, lors d’un passage dans un consulat du Canada à travers le monde, de pouvoir compter sur les services professionnels d’un agent commercial en poste juste pour vous, pendant toute une journée, voire deux? Cette possibilité n’est pas un rêve pour les gens d’affaires des États-Unis. Au pays de l’Oncle Sam, ils appellent ça le service “Gold key”. Sans faire beaucoup de bruit, quelques dizaines d'entrepreneurs ont ainsi exploré le marché québécois et réalisé d'intéressantes affaires depuis 1996.

Le principe est simple: lorsqu’une entreprise le demande, l'équipe du service commercial du consulat en question se consacre aux besoins de l’entreprise cliente en lui organisant un programme de visites et en accompagnant son représentant lorsque le jour "J" arrive. En échange, le gouvernement américain facture 500 $US pour chaque journée de rendez-vous ainsi organisée. Et ça marche!

“À Québec, nous avons 2 ou 3 demandes par année en moyenne pour le service Gold Key. J’en ai justement réalisé un, la semaine dernière, pour un homme d’affaires du Maine, qui a permis la signature d’une entente de distribution avec une entreprise de la région de Québec”, précise Annie Prescott.

Voilà donc une raison bien précise pour laquelle les entreprises de la région et de l’Est du Québec ont avantage à se faire connaître au Consulat général des États-Unis à Québec. Afin qu’on pense à elles lorsqu’un grand patron américain s’intéressera à Québec pour leur secteur d’activité et qu’il commandera qu’on lui organise un “Gold Key”.

Le “International Buyer Program” (IBP) est un autre outil de travail qui retient aussi l’attention d’Annie Prescott. “Le principe, ici, c’est de regrouper 10-12 compagnies québécoises qui sont intéressées à acheter des biens aux États-Unis, de les aider à se préparer et de les accompagner à une foire commerciale accréditée aux États-Unis. C’est quelque chose qui n’a jamais été fait par le Consulat général de Québec et que j’aimerais bien réaliser, dans le domaine de la haute technologie ou du biomédical par exemple”, lance-t-elle.

Cette formule a aussi l’avantage de permettre aux entreprises de profiter de meilleurs tarifs pour participer à une foire aux États-Unis, car le consulat négocie alors des prix de groupe. Mais la plus belle valeur ajoutée de cette formule, c’est surtout la présence du conseiller commercial américain, qui accompagne alors le groupe spécialement pour l’occasion, sans frais particulier pour les entreprises canadiennes participantes.

Y a-t-il ici des conditions d’admissibilité ou des garanties à donner pour faire partie d’une mission IBP? “Nous nous contentons de faire confiance à la bonne foi des entreprises qui se disent intéressées à acheter aux USA. Il n’y a pas d’obligation de résultat particulière”, précise la conseillère.

“Au Consulat général de Montréal, je sais qu’ils ont déjà réussi à organiser une ou deux missions de ce genre, avec une vingtaine d’entreprises à chaque fois, mais à Québec, il s’agirait d’une première”, ajoute-t-elle.
